I like to go to People's Park Centre in Chinatown to exchange foreign currency. The rates are competitive because there are several (like half a dozen) money changers in that building alone. I walk around the first floor (both on the inside and outside) to get a glance at the rates, then go back to the shop with the best rate.

Don't change your money in Singapore.

You will get a much better exchange rate at the airport when you arrive in Bangkok. There are plenty of Banks with exchange desks in the arrivals foyer.

People's Park is good or Juront Point Shopping Centre, just don't go to orchard road, their rates are usually not so good. I also went to Boon Lay Shopping Centre to exchange before, have good rates as well.
