There is a process (and eligibility requirements) for becoming a US citizen. Check out the Immigration and Naturalization web site.
County web sites advertise jobs available in their departments, including police. Some counties may not keep their web sites up to date in careers. In some counties, Police departments may have their web sites where you can find this info.

Well as far as I know, It's quite hard to move to America because of 9/11. I know that it take around ten years to become a citizen too. But if you move to America and your not a citizen then I know you can apply for this card that lets you take part in American votes etc;

Go to http://www.uscis.gov and download form N-400.
Don't forget to make sure you meet all of the requirements (residency, etc.) FIRST. You will have to pass a citizenship and oral interview and you will only have two chances to do so, or you will have to reapply and reppay the fee.. The application costs $330.

First you have to go into hospital to have most of your braincells removed, then marry a resident. Then if you still want to be a police officer you will need to return to hospital to have the rest of your braincells removed.
