"that if you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved; for with the heart a person believes, resulting in righteousness, and with the mouth he confesses, resulting in salvation." - Romans 10:9-10

yes because God obviously overlooked that...
what do you think? plus your quote is NOT an if and only if statement.
its says:
if you confess then you will be saved
it does not say:
you will be saved if you confess

so in other words, no the mute can still be saved

God is not a harse judge and would certainly make allowance for those who cannot speak, as long as it is in their hearts to be saved, Jesus always looked into the human heart for the truth or falsehood of a person.

The deaf do "speak" with their hands. I know of several that also speak with their mouth, although, they don't speak as you and I do.

A newborn can not speak, yet until he/she can "confess" will have salvation.

For those that are able to speak, they should confess with their mouths. For those who cannot they can confess publicly other ways - By coming forward, showing agreement.
God especially loves them.

They respond with their hearts and hands. It's really a matter of understanding and response. When you literalize it is possible to trivialize and miss the greater meaning.
