I would say it's a candy since there's more candy stuff - chocolate and caramel, than cookie. Usually chocolate coated cookies have a very thin coating.
Also, if you combine the word Cookie and cANDY you still get: CANDY.

I would say it's a candy bar, because it's made by Mars, Inc.
They also make 3 Musketeers, M&M's, Milky Way, and Snickers—which are all candy.
