They are creations of God.
Now there is no creation story in the bible for angels, just that they exist and that they exist by Gods desire for them to exist.
There are different types of angels and different jobs that they are created to do. At some point in the future, we humans who have believed upon God will judge the angels, although I am not sure as to what we are judging them about.
Angels are not humans, no more than a tree or a bird created by God is a human.

I know of no specfic scipture that tells of the origin of the Angels but there are many references to them other than this.
we can say for certain that they were created long before mankind, the rebellion of lucifer and the creation of Hell fits logically before the fall of Adam and Eve as the serpent(devil) quickly on the scene to cause their fall, and so must have been already cast out from Heaven upon the earth.

No where in the bible does is say when God created them, but it does say that they are servernts and worshippers of God.

Colossian 1:16 For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him:
Hebrews 1:6 And again, when he bringeth in the firstbegotten into the world, he saith, And let all the angels of God worship him.

The fact that angels were created by God is clearly stated in the quoted verses of Psalm 148.
Col 1.16 further supports this statement.

They are mentioned in the Bible many, many times but I do not recall an account of their origins.
The are beings different than us, in the spirit realm, that worship and serve God.
