PAL means Phase Alteration by Line which is a television standard used by Britain. The 3MP and 1 MP is only for the snap shots and not for the Video. All Sony sony camcorders are good only you have to buy it as per your requirement.

If you have a 3 megapixel vs a 1 megapixel camera, the quality of the picture on the 3MP will be better. It will allow you to take less grainy photos and movies.
