I think so, but it may be only if the tattoo is affecting your quality of life

Only if they are so bad that it is having a psychological effect on your life - even then its difficult and not the best job in the world. I know a woman who managed to get some on her arms removed on the NHS - she did them herself when a teenager and they were gross - but she was left with severe scarring that looked nearly as bad.

Highly unlikely, unless you can prove it is causing gross emotional distress. But the NHS has much more important things to spend money on that silly tattoos

not at the moment you can not...... its not a health risk either so i doubt nhs will be dealing with the removal of tatoos
