I believe that most high schools require you to attend for the entire senior year to get a diploma from the school. I am sure there are exceptions and each school (private) or school district (public) is going to have its own policy. He may only have to take a certain number of hours to get the diploma and so can take extra classes or summer school to meet the requirement. I recommend you call the school, or go on their website if they have one (the policies of my local district are all online). You might avoid mentioning the reason for transfer, they might be less willing to work with you if they believe there is an ulterior motive.

If he is attending an American school in Europe (such as TASIS or the American School in London), these schools are usually very well regarded US colleges. I do not believe there should be any problems. Both my sisters graduated from an American school in Europe and neither had problems getting accepted to American colleges.

Frankly, I don't think his graduating from a non-American school will be a major problem as long as he does well on the ACT or SAT. You might contact the specific colleges he is intersted in attending and see what the requirements and policies are for accepting students who did not attend US schools. It may not be a problem you think it is.

Edit - Remember that most colleges start accepting applications in the middle of the spring, before graduation. If he only started at the school in January, his transfer will have been too soon to be much benefit. Focus on doing well on the ACT/SAT, I think that is time better spent.
