It actually depends on the flooring you are getting. If you are getting linoleum, it doesn't matter, BUT if you are getting laminate, hardwood, or ceramic tile, you need to do the cabinets first. If you have the flooring under the cabinets, it WILL mess up the floors. Those types of flooring need to expand and contract and they cannot do that when cabinets are on top of them. I assume you are talking about the cabinets that sit on the floor, as overhead cabinets wouldn't make a difference. If you want to save time, effort and money, install the flooring after the cabinets to save on material, only flooring the areas that show. On the other hand, if you install the flooring first, you will have flooring across the entire kitchen floor if you should choose later to rearrange the cabinets.

hardwood floors expand and contract constantly and its not recommened to put cabinets on top of these floors. it's better to install the cabinets and get as close to the cabinets as possible when installing. read the insert in the hardwood package before you buy, each wood product has it own rules to follow, some aren't made for every climate, you have to keep your temp within so many degree or it can damage the floor, others it's move you furniture so the floor ages the same way because of the uv rays etc. some maufacturers won't even warranty the product unless you have used only there cleaning products and yes they will take a sample of the floor to see what you have used on it. Your stove and dishwasher have adjustable legs so that you can put wood under them and not have any exposed areas.

The flooring goes down first. Cabinets sit on top. You can put a floor down after the cabinets but it's going to look like you did a cheeseball job. You wont be happy with it.

Every time I've built a house(woked almost two years for a company) we did the floor first,be it tile or hardwood.Pain in the *** cause you have to work over a new floor,but easier because you don't have to work the flooring up to the cabinets.Also easier if you have to repair a cabinet.

Flooring!

The first time we tiled our kitchen floor, we tiled up to the cabinets and appliances.

When we gutted and re-modeled that tile was no long sold and we couldn't fill in for the new kitchen configuration. All that nice tile had to be replaced.

This time, we did the entire floor and everything else sits on top of the tile. (not that we'll ever be able to afford to do THAT again!)

Cabinets--you want to get them up so you don't have to worry about it.

Flooring is easy, but cabinets will take the time. You usually lay the flooring last.

As in any undertaking in decorating, painting, renovating, ALWAYS start at the top and work your way down. This removes most possibilities of mucking up something lower (like the flooring if you drop a cabinet on it) while you're doing something higher up. It's just simple logic.
