The difference is that the self raising flour has some king of additive in it that makes it raise. It can be yeast, baking powder or bi carbonated soda. All these ingredients are the ones that make the cakes all puffy. The cream flour is used for cookies and stuff like that.

Self raising flour contains baking powder or baking soda and NOT yeast. People with yeast allergies can use self rising flower, while the previous answer excluded that segment of the population. To make self rising flour add 2% of the flower weight in baking powder.
