Define "meal". If you consider a stick of celery and a glass of water a meal, then that should be amongst the lowest calorie meal there is.

A salad is low in cals. however i hardly consider it a meal. Believe it or not stir fry with whole grain rice is considerably low in calories if made right and if you actually go by serving sizes. Also if you use shrimp in it, it is incredibly high in vitamins and is very good for you. I workout alot (not body building, Im trying to lose weight) and my trainer actually recommended that.

As for a proper meal, a salad with no dressing, but that's not enough. Try baked vegetables with a topping of low fat cheese, or a sir fry with hardly any oil.

Bake vegetables in a casserole and put a touch of low-fat cheese on top. It's very good and low in calories. You have to eat.

A skinless chicken breast with wholegrain rice is a healthy low fat and yet filling meal. Protein and carbs. You could also add some sliced carrots if you like to get some veg in there.

Try mixed salad leaves, cherry toms and cucumber. Use Quorn meat for a very low-fat alternative such as quorn chicken peices and make a caeser salad. Find a low-fat dressing such as 'Kraft' honey and mustard dressing.

probably cabbage soup. that diet was all the rage some time back -basically a ton of cabbage, carrots, onions, a can of tomatos and a vegetable stock cube that you boil up together. supposed to be no calories whatsoever
