As the answers to this question show, most people in the US don't understand the Chinese customs of the family name coming first, and they don't understand the international standard of capitalizing all letters to denote the Family name.
If filling out a form in an English speaking country (or probably in any European country) put your personal name first, and your family name last.

Tan would be your last name, and your first name is Keng Guan.

Your first name would be Tan. You middle name would be Keng and Guan would be your last name.
Or if you want you can hyphen or combine your first name and make it Tan-Keng or Tankeng

Last name is your family name.
Do not pay attention to US folks telling you anything different. (Many Americans don't know about culture of system outside their own country.)
In western system, your name would be Keng Guan Tan.

as first name means "名" and last name means your family name, you should know that "Keng Guan" is your first name in english and "TAN" is your last name...

Your first name would be your own name given by your parents. Your last name would be your family name or surname, apparently Tan in this instance.

Use "Linda", or they might think of you attempt to cover somethng. . on occasion they ask basically for the "middlre preliminary". I n those circumstances, use "L." only bfollow the policies, and that they are going to such as you.
