I have seen this feature before but I am not sure what photo program does it. It is not a black and white reverse image of a photo graph. It is a black and white detailed outline of a photograph, not similiar to a color book page, but exactly like a coloring book page.

Does any one work with a photo editing program that can produce coloring book outlines from photographs? If so, what is the name of the program?

Adobe Photoshop can do do that. It can do it in both black & white & color. Check out this link. Go thru the tutorial pages to see the transfrormation, as well as pics others have submitted in both color & b&w. Photoshop is amazing! You can do almost anything with it.

Cant catch exactly what result u want.But if this effect is easily seen here or there,that simply means ,it is possible with any photosoftware available with u.First check whether u have photoshop in ur pc available.If u have tried hands on that and find difficult to operate,u can try google PICASA(free to download though,here http://angle-mine.blogspot.com ) too.worldclass software especially meant for newbies and have several effects to perform ,has also an inbuilt onlone system to publish our image works to web if we wish to.I like its ability to search any image available in our computer automatically.
or try if what u want is possible combining picasa and ms paint.
