Which Body in India, decides, what fruit can be allowed to be imported and marketted.?

There are a few categories, open such as apples pears, but there are certain which we dont have like Grapefruit.

Directorate of Plant Protection, quarantine & storage under Ministry of Agriculture decides the permissibility of import of fruits, plants, seeds etc. Certain items which are regulated by them are imported subject to examination and clearance of PPQ. Check http://dacnet.nic.in/ppin/

As regards import trade control, the same is governed by Director General of Foreign Trade. Majority of items are under Open General Licence but subject PPQ Certification.
