It would take meticulous research and a lot of money. Find out everything about him such as what he drinks when he's out, what his usual brands of clothes, favourite TV programmes are, favourite flavour of crisps etc. Commit these all to memory.
Work out where he is going to be in the next six months. If you try hard enough you can come up with stories. (pretending to be from hotels you know he's stayed in, from his management company etc.) Phone calls such to his record company as, I'm calling from the XX hotel and Mr Williams left a personal item in the bathroom and I don't have the number for his manager, please could you let me have it. Anyway if you're obsessive enough you could work all this out.
Next stage is to figure out what his ideal type is. Go through all the press of pictures of him with women and work out what exactly he goes for. If you don't fit the bill, be prepared to change your look.
Arrange to "bump" into each other somewhere you have researched he will be. Use intelligence acquired earlier to get him interested. Name drop some people he knows (who you should have been getting to know in the background quietly) such as old buddies from school, old addiction buddies / flatmates etc. so that you don't seem threatening.
The rest would be up to you but I am a believer that if you want something badly enough (and are willing to do anything to get it) you will succeed.
