What do you mean pay him off? If he is abusing you he should be in jail.

No doubt, Put him in jail. There are other ways to stop abuse too.
A friend of mine use to abuse his wife. He came home drunk one night and beat her up. Then layed down on the couch and passed out. Snow was on the ground. She shut off all the heat, opened all the doors, poured water on him, got a blanket and sat in a chair and watched him almost freeze to death. He caught pneumonia and had to be hospitalized. When he asked her why she done it, she answered," If I shoot you, I'll go to jail. If you die of natural causes....Oh, well."

without a doubt jail. if you pay him to leave you alone now, then in a short time, he will want more money. that is a bottom-less pit.
