At the same time if you want to understand why some my be corrupt or abusive of power consider the job they do VS the compensation they receive.
They are on the front lines protecting us from the worst in our society and the people they protect us from don't follow any rules or code of conduct.
You want to make them better. Then support them better. Vote for tax increases that will help the police, fire and parametic organizations. Tell your elected officials that you want your police supported. Tell your media that your not interested in seeing every miss deed publicized all the time. Cut them a break it's one hell of a tough job.

The actions of a few is no reason to tolerate corruption... write letters of complaint with copies to: the Governor, Attorney General for your state, State legislators for your district, police chief, sheriff, and mayor.... ALL of the above, also local news media. Enough complaints, things start to happen.

Rampant corruption and abuse...man, that's pretty harsh. Sounds to be like your a disgruntled customer. Sorry to hear that. I think if it were that bad you'd see it plastered all over the place.
