Some people don't know that this feature is available. My brother travels fairly regularly and is a doctor so he should be smart enough to know about web-based check-in but I just taught him how to do this about a month ago. So they just don't know it's an option. Others don't because they don't trust the computer. Also if you are checking bags, you can't print your baggage tags in advance; you have to get them at the counter or curb-side check-in and believe it or not, if you've checked in online and printed boarding passes then go to the airport and check bags, this actually could complicate things! The computer shows you as having already checked in and been issued boarding passes but here you are wanting to check in. I never use web check-in when I have bags that I need to put in checked baggage. And most self-check-in kiosks/express check-in won't give you checked bag tags, either, so you still have to go to the counter.
Oh and one more thing: if you're returning from a trip, a lot of times you don't have anywhere to print your boarding passes. I travel for work a lot and don't bring my printer with my laptop. In the US, most hotels charge you insane fees for using their business center's printers (if they even have a business center).

Believe it or not there are still a lot of people who are intimidated by the computer and also, do not trust it.
For a lot, flying is stressful already, and they NEED to be reassured, by a real person, that they are checked in and know that everything is OK.

Why should it bother you? If everyone used Internet check in, you'd be stuck back in the queue behind them again. So count your lucky stars!
