depending on how old it is you can try wetting the spot with boiling water and then take a container of salt not a shaker a full container and make a pile of it on top of the ink used at least an inch thick pile the Salt will draw on the liquid and maybe you will get it out if the salt pile starts to turn darn chances are you are getting some of the ink out leave it on there until it is mostly dry vacuum it up and repeat the process several more times

Some places sell India Ink cleaner, but it is supposed to be / considered to be extremely permanent, so I'd cross your fingers as well...
