Has thre ever been a regime that did not do that? It is just the way of politics, just these days in some forms it is less visible or more subtle.
In UK, if you do not agree with what the Government say, then you are braded racist or something equally abd so you are pretty much pushed out, has the same effect as exile you could say. And, the police and SIS can make your life a livng nightmare if they want to stop you doing something they don't like

there's nothing in the communist manifesto that says a country has to murder/torture/exile its non-compliant citizens.

I would go so far as to say there's never been a country of any political persuasion that didn't murder/torture/exile its citizens.

there has never been a communist country all the ones that have existed are fakes. because a country needs capitalism first
and they never had it so the turned in to a state capitalist dictatorship.

Not even in fiction has this existed. Have you read animal farm? Not even the Pigs could create such a perfect utopia. I think that is why it is failing. Even the Chinese are changing policy (free markets) to keep their dream alive.

Can't think of one but I can think of one rather large 'democracy' that goes along the murder/torture route.....
