Not a "smart" thing to do but you could use Regedt32.exe as an alternative.

it is a tool to edit the registery files and the system files, if u delete it u will not be able to use the tool, it will look as if every thing is working fine, but as days go buy, as u strat installing or uninstalling the games and the software the performance of ur computer will be slow, and if any file is deleted , missing or corrupted in the registery u will have to reinstall the os, there is no point in deleting the regedit.exe, if u dont want any one to use it u can restrict it by giving the administrator rights

Nothing wll happen if you delete the REGEDIT.EXE file.
This is just a tool provided for the user to view and make changes in the Windows registry.
If your intention is prevent programs from changing the registry, then this is NOT the solution.

try it and see....it'll go into the trash bin and can be restored from there, so go ahead, try to delete the regedit.exe file and see what happens.

It will be deleted, and you wont be able to use it.
This will not "harm" your computer, but I dont recommend it. If you want to lock down your registry, assign limited accounts with passwords. Assume no access and only grant specific applications. This way, if another registry editor is downloaded from the net, they will not be able to use.
