It depends on how much you want to spend and how much you know about HTML. My personal choice is Dreamweaver (from Macromedia, now part of Adobe). That allows you to edit in HTML and using a WYSIWYG (what you see is what you get) interface at the same time. Dreamweaver is very expensive though.

Coffee Cup software (www.coffeecup.com) make their own software which I have not used, but looks reasonably good and that is also quite cheap.

The best thing to do is download a few trial versions and see which you like best!

The best software in the market is Macromedia Dreamweaver. I've been using it since v2.0.

Now, there is a Studio with a whole suite of web designing tools.

You can use Microsoft Frontpage. It was part of Office XP (2000).
Now in MS OFFICE 2003 and Onward it is a separate tool.
You can also use Dreamweaver (Originally from Macromedia taken over by Adobe). Frontpage is easy because you will find the interface similar to other office utilities.

Yahoo geocities is a free website builder and host but links to other sites and pages tend to get your site blocked and this happens a lot when you only have links to other pages on your site. The site building tools are very easy to use and you don't need to know any html at all, once they sort out the blocking of sites for no reason then the geocities software will be hard to beat.
