The wonderul tinfoil building is the Metro Central Heights and Perronet House block of flats. Designed by Erno Goldfinger in the 1960s (of course!), the flats were converted six years ago from a disused Department of Health building. They sit right on the Elephant and Castle roundabout and have front row seats for the noise and congestion beneath them.

It could be the Metro Central Heights which occupies the roundabout with Perronet House (which are basically council falts).
The Metro Central is a development of flats and apartments and is now one of the most sought-after properties in London.

I think it's to do with the Underground station as there are entrances on both side of the round about (maybe air vent)
