depends on the situation. Some woman like to be whistled at. Makes them feel good. Construction workers are notorious for for this. My husband is a construction worker so I know this for a fact. Cat calls and crotch grabbing is unacceptable. How would those guys feel if it was their mother or their sister getting treated that way?

Some women take being whistled at as an insult. Why? You call a dog by whistling. Are you calling a dog or trying to pass a compliment by whistling? Passing a compliment is how it is said & how it is taken dictates if it is acceptable or not. If a person holds you with contempt then no matter what you say its unacceptable to them. If you don't know them it would be better to introduce yourself first.

I think that it would depend on the circumstances and the nature of the comments. Women always like a sincere compliment and so, I can't see that it wouldn't be acceptable to do so. Some women may be turned off by someone whistling at them but others might welcome it. Use your judgement.

I don't but why not? Maybe in the very PC countries you'll get shot down as been a sexist, objectifier of women. But it's not nice if its trashy, lewd comments been said.

depends on the society you live in, and the social situation you are in

if you are in a stripclub, then yes, its probably fine to whistle...

if you are in your office, then its not ok to whistle at your co-worker...

Depends. Where you are and if it's appropriate or not. It also depends on what comments you are making. If it's rude or crude no it's not appropriate....
