An interesting question, I just did a quick internet search for free Windows Mobile software, and I would say from my results that there is SOME free/low priced software, but I would say there isn't nearly as much free stuff available for the Windows Mobile OS as there is for Palm. And the Palm based stuff appears to be available across a wider spectrum of software categories.
Admittedly this was a quick and casual search, but I was unable to find any freeware/shareware sites dedicated to Windows Mobile OS. If such sites exist, I'm sure other contributors will let us know.
And considering that a lot of the free stuff for Palm is VERY good, I would say if the availability of low cost software is an important factor in your decision, you will need to go with Palm OS.
