tuggle is some extra portion of cloth or material hanging from the original thing. Just like a tuggle of hair - extra haning hair , etc

i thinck tuggle is something helps to pull violently,but tugged means a small powerful boat for towing ships.

I dont know about the meaning of tuggle.But the meaning of tugged I can write---pull vigorously,a small powerful boat for towing others.
