If you've been in the same job for 18 years without being made HOD maybe either you're not very good at the job or haven't asked for it? I've never stayed in teh same job for more than a year without a promotion or advancement, if it's getting close I always ask for it and find out what I need to do to be consideredd.

It sounds like the person with just 6 years experience was considered to be better for the job. If after 18 years you have haven't made it to Head Of Department then you NEVER will with that organisation.

why was he made HOD?
does he have qualities that would make him a better HOD than you?
is there something else going on? is he on a fast track programme?

Nothing. You bide your time , search for another job and quit when you find one. You can give them a piece of your mind during your exit interview.

i would go with rains idea find a new job and then tell them off
