U may give some interesting offers like ......
Try to make fix monthly income customers.
for this u can give offer to ur customer like this ..
if u charge Rs. 20/- per Hour, and a customer visit to ur shop and spend 1 hour daily then it will cost him Rs. 600/- per month. But it is not sure that he comes daily. If he visit only 20 day in a month then u will get only Rs. 400/-. So make a monthly Plan and give him an offer of Rs. 450/- per month for 1 hour Daily.
Take Rs. 450/- in advance. So if u are able to find only 10 coustomer of this offer u will get Rs. 4500/-
u may make plans of Two hours daily also for more chip price.
At just Rs. 800/- PM.

It assures u a monthly fix Income.

I think the ppl b4 me have covered most of the points: good adverisement coverage, nice service, competitve rates etc. I'd also like to add one more thing: Try to offer some kind of a per-paid deal where customers can pay less say Rs.150/- for 10 hrs and then, they can use that time to browse... for the customer it works out to be Rs.50/- cheaper than regular rates.... for you it ensures a regular visiting customer. You may offer several prepaid accounts... most cafes near my house have Rs.50 and Rs. 100 packages. The first one gives 2 and half hours of browsing time and the second one gives 6 hrs browsing time.

by advertising it in local paper and giving out competitive deals to ur customers.Also have a small drinks and food corner in ur cafe to allure people to spend more time on internet! The most important is high internet speed without disconnection!

I think you should u provide fast cool atmosphere with some romantic music, some colddrink. chocolate and wafer may give you some extra income,
