This happened to my dog, she walked under some pine trees and the gum coated her paws,then the pine needles stuck to that, gee she was a mess. and all the underneath of her long coat. Lucky she was only a small dog., but eucalyptus oil did the job. I had to stand her four paws one at a time in a dish of it, then used a cloth dipped in the oil to clean it off her fur. Eucalyptus oil is a number one treatment for lots of things here in Australia., If you live in another country , dont know if you could get it. I would think so tho. Good luck, and you wont find any better solution than this one.

If you've tried bathing him already and hasn't worked then the only other thing i could think of is cutting the fur only were the tree sap is at. It will obviously grow back but if anything try doing it as quickly as you can, if it has been there for some time now the sap can irritate the skin thus cause him to scratch and thus causing an infecting that can be easily prevented.

I use a tiny bit of nail polish remover or acetone on my dog and horses when they get sap on them. Just wash the fur when you are done removing the sap. This has never failed to work for me.

Turpentine is a product of Saps and could probably do the trick.
Have you tried thinner? Otherwise, you could try lighter fuel - see below. Press Ctrl F and find saps

Orange juice will soften it so you can pull it out easily and painlessly.....the citric acid reacts with the sap but won't hurt your dog....

Just a guess, but I heard cooking oil will loosen gum from someone's hair. It might work in this case. Best of Luck
