There are different understandings of a scuttle panel.
The dealer should clearly point to the offending item in his use of the term, and show how it has become loose. Then fix it.
It should be easy with a couple of self-tapping screws, done in minutes. Be suspicious of car folks that have more waffle & terminology than action.

A scuttle panel is an old term for the panel between the bottom of the windscreen and the rear of the bonnet which the wipers are generally mounted to. A noise originating there can sound like it's coming from your dashboard, and is normally a complete bugger to find a rattle caused by it.

A scuttle panel is an access panel...some vehicles have these to access heater core and other components in the dash area behind the firewall and wheel wells. He called it a scuttle panel...it's just just another name for an access panel or cover.

Why answer the question if your guessing? a scuttle panel is the panel which runs across the bottom of the windscreen, usually the wiper spindles pop through it.

The scuttle panel is usually the black plastic trim that runs from side to side just below the windscreen/behind the bonnet

the scuttle panel on an automobile is usually the piece under the glove box that the glove box door attaches to. also called an underscuttle. this is kind of an english car term (jag, mg, austin-healy, triumph, etc) hope that helped
