Just work in the resolution your desktop is set at. The easiest way to get this with photoshop is click the Print Screen, then File > New... (The default image size will be the same resolution as your screen, because photoshop assumes you want to work with the the image in your clipboard.)
Now, copy+paste the image or images you want to put on your desktop and arrange them how you want. Ctrl+T to resize an image. Depending on your scheme, the walpaper might look better darker or lighter or in another colour. You may want to put an additional black, white, (or another colour) layer over the top of the whole image, a mess with the blending options (right click on that layer in the Layers window).
Save the final image as a higher quality JPEG, or PNG. under File > Save for web... you can set the format and compression levels while seeing the file size and how the output will look right before your eyes.

I don't know where you're getting the image from, but I'll assume there's something online you may want to alter and turn into wallpaper.
Once the image from some site is on your screen you can save it to your paint program. You can alter it there, add words, etc. or even do nothing to it.
If you have something like PhotoSmart open it to Photo Printing. From there you can select "open file from files" and find the bitmap image you saved earlier. You can then further alter/adjust the image to your liking and save it as a JPEG file.
You can then open the JPEG file with either Netscape, Mozillia, etc. or directly from Explorer. Once it is opened you can select "set as wallpaper" by right-clicking.
If, by any chance, you had created the image in the paint program and were happy with it you could have just saved the bitmap. After you saved it you could have then selected "set as wallpaper".

There are few things to know about pictures and photos. Whatever the software, how a picture to be appeared is very important. Software helps to clean the photograph, but the end-appearance can make a ghost to a gentleman. Every photo can be made to a perfect wallpaper one by touch-up and next is conversion (export). Every picture can be sized to different dimensions. Practice would make you perfect, as I do.

If your running windows,
Right click on the image,save as backround
you have options to stretch,center or tile the pic.
