These hats are partially based upon the hats worn by the Persian Zoroastrian religious leaders dating back as far as 700BC. They were know as Magi and from them we get the word mage (meaning a wizard) and they wore elaborate pointed hats. The wise men who visited Jesus were though to have been magi.

I believe it comes from the conical hats which were worn by Kabalist Jews (the magical mystical side of Judaism which is not so much practised by the mainstream of that religion), which is incidentally one of the religious sects which used the pentagram as well as the star of David. If you've never seen it, I'd recommend you watch "Der Golem" - a very old silent film, which shows (albeit a literalistic interpretation) of some of the old Kabalist mythology. It's also got some lovely moments, and the scene where the Golem goes shopping is very cute, and quite funny.

I always thought they were a witches hat and are derived from the welsh hat, because witches must finish their apprenticeship in Wales. Like collecting the scarf of your college....
