It all depends on who it is for. For children like everyone else said small toys and candy. For adults it depends on what the occasion is for. Such as a bridal party or a baby shower you could put little trinkets that go along with the theme. example rubber ducks, plastic safety pins, pink or blue booties would be cute for a baby shower.

anything.. stuff like halloween candy.. It is best if each piece is individually wrapped, small trinket toys, coins, confetti, stickers, just about anything that is fun and tiny and individually wrapped, tiny stuffed animals.. (go to a party store and load up, or a 5-10cent store (if they have those still)

Lots of candy and little surprises.
You could buy lots of little trinkets from the Everything-for-a-dollar store (like fake-jewelry/rings, stickers, and all sorts of miniature party favors) and colored confetti!
