Balance is the best solution - or so I've been told. I have almost invariably tended to be ruled by my mind or my heart - but never in balance of any sort.
Our feelings are an innate part of ourselves and acknowledging them is essential for healthy living. But at the same time, we cannot allow them to rule how we live, and how we behave. Our intellect and our heart must balance.

From a psychoanalytic perspective, we are ruled by 3 factors. The Id, the ego, and the superego. The Id could be referenced to the devil on your shoulder, the part of you that thinks about self, your gratifications, your needs, The superego is the angel on your shoulder, putting ahead things like values, morality, selflessness. The ego is the reality principle which mediates between these two factors (Id and Superego). There is no best thing. In Freud's perspective (the founder of the psychoanlaytic perspective), the best think is to strike a balance between these two forces. You need to fulfil the Id sometimes because of neccesities like hunger and thrist. One cannot only dwell on the fact of fulfilling others needs alone. It is that balance that creates a healthy individual.

For me it's the mind that rules everything. That heart is only a pumping organ that gives us life. It's the brain that sends emotional signal to the heart and it reacts by pumping blood faster or slower.

i encourage to selection from "Hamburger". Our soul, our very being, is made up of our thoughts and thoughts, yet neither precisely rules us. Our thoughts and thoughts are basically led to if an outdoors rigidity acts upon it. it is your option to be mad or unhappy that your boyfriend cheated on you, yet you does not experience the two emotion in case you hadn't found out.
