Recently my sister called her friend via my cell phone.Unfortunately to the wrong number. This person (a guy)keep on leaving miss calls on my phone. When I called him and explained who I was and it was a mistake, he replies then who was the one who calls me first. After sometime, then last night another missed call I retrived. I call him.The same answer he replies.I got wild and shouted my lungs out at him. I even treatened to make a police report.Some one please help me. Is there a toll free service or a center I can call to report this matter so action against him by the law can be taken to put this things to a stop.Why should I change my line for this one idiot bug!!!!

You start ignoring that man.
you can file a complaint at nearby police station.
there is option with your network provider that you can block specific numbers.
The toll free number of uk service providers are:
Orange: 150 from your mobile, or 07973 100 150
o2: 08702 410 202 (contract customers) or 08705 678 678 (prepay). (More o2 contact info). You can also retrieve your o2 PUK online
Vodafone: 191 from your mobile phone or 07836 191 191
T-mobile: 150 from your mobile, or 0845 412 5000
Virgin Mobile: 789 from your mobile, or 0845 6000 789
3 / Three: 08707-330330
Tesco Mobile: 0870 900 4455

Press answer but then place the phone down and walk away he will soon get sick of paying for calls when he isn't annoying you
I had a similar problem orange said they couldn't bar calls for me

Just missed calls? Why not just ignore them surely he'll stop soon enough. But why not try calling your provider and asking them if they'll block the number - I'm pretty sure they can do it.

call your service provider and explain they don't advertise it but will block it for you. They have the power to contact his provider and have him cut off. You may need a police crime number but i'm with vodaphone and they did it for me without a crime number.

If you contact your mobile provider, they can bar specific numbers from contacting your phone, even if the the numberis withheld by the caller.

Why did you return the call? I don't return calls to numbers I don't know UNLESS they leave a message specifically.

In your case, you already figured out it was the wrong number, you were, sorry to say, the dumb one who called him back.
