It depends on the style you are using, but in AP style, titles of books are put in quotes and NEVER italicized.

In APA style, they are italicized.
"Underlining vs. Italics *: It is appropriate to use italics instead of underlining for titles of books and journals."

In MLA style, book titles are underlined.

Underlining was the substitute for italics when people used typewriters and didn't have italics. The name of a book should be italicized. (It would have been quicker if you had found this on the web yourself, and even quicker if you had picked up a good book that had references and looked to see what it did.)

if you`re writing it out by hand it should be underlined. if it`s a short story it should be in quotations. but if you`re typing italicizing things can substitute. but if you want to be safe then underline it.

You underline it. Sometimes people put it in ALL CAPS instead.

I've seen 'em undeline on some occasions, but it should always be put it in quotes.
