They don't rate household vacuums in terms of horse power. The only vacuums rated that way are shop vacs. They use to rate vacuums by amps, but these days all vacuums are 12 amps. That's the most electricity a vacuum can use without blowing your circuit breaker in the house.
There are a few things that can determine which vacuum is right for you. If you have a lot of stairs or hard floors and carpets, consider a canister-style vacuum. They are lightweight, easy to carry up and down stairs and work well for cleaning hard surfaces as well as carpet. The best canister vacuums are Kenmore model 20-25914 (rated #1 $449.99) and 20-25614 (rated #3 $299.99).
If you have pets and want a good vacuum for picking up pet hair, avoid bagless vacuums with filters in the middle of the dirt container. Bagless vacuums tend to clog with pet hair and loose suction. Dysons are an exception to this rule. They are bagless and never loose suction or clog. They are also guaranteed through the manufacture for 5 years. The Dysons are more expensive up front, but require virtually no maintanance for the whole life of the vacuum. You won't have to buy bags, belts or filters and they are extremely easy to take care of. Consider the Dyson Absolute DC-17 ($549.99) or the Dyson Animal Ball DC-15 ($599.99).
Another really good upright vacuum is the Kenmore Progressive 20-35922 ($279.99). This vacuum is rated #1 by consumer reports. It is beltless and has great suction, handtools and cleans extremely well. This is a tried and true vacuum that I'm sure you'll be happy with.
Other tips: avoid Dirt Devil. They are a pain to put together and don't last very long. Eureka has a vacuum that was rated as the "best buy" in consumer reports, but it is difficult to push, so vacuuming is more of a chore. Hoover makes good vacuums, but they are way louder than other manufacture. Dyson is in a class by itself. Ignore any vacuums that claim to be as good as the Dyson. If you have pets or allergies, look for a HEPA filter.
You get what you pay for, unless you pay over $600. At that price, you are usually just paying for quietness.

I have a rainbow and it is the best vacuum cleaner I have ever owned. It cleans the air also and the house always smells so fresh when finished. It is wonderful if you have allergies, but it is very pricey. You put water in the bowl, so you never have the problem with the dust.

I just bought a Bissel cleanview revolution with a 'turbo brush' I love it! I bought a dirt devil 2 day previous and it proved to be a POS ( I loved my neighbors) anyway, when I returned the dirt devil for a new one, they were sold out, so I opted to spend $30.00 more ($109.00) on sale and get the bissel. It works great and vacuums bare floors and has attachements too. Bagless.
