insulators will not allow current due to large energy band gap,but the dielectric have less energy band gap so the dielectric allow current flow.energy band gap is nothing but the energy required for an electron to cross the energy barrier in order to flow (current)

A true insulator does not repsond to an electric field. A dielectric does, with a redistribution of charge. Size of band gap has aboslutely nothing to do with it - for instance, gases and liquids can be dielectric but, lacking a lattice, cannot have a band gap.
A dielectric can also be a conductor provided it polarizes under an electric field.

as per technical uasge they both give the same function.
the main difference between insulator and dielectric is:
when we place a dielectric material between capacitor plates,then the process of polrization is developed.polarization is nothing but separating both+ve and -ve charges.and it leads to constitution of dipoles.and we can have more capacitance.
and in the case of insulator thi will not happen.
