I've done travelling throughout Europe and North America and today I would think that Canadians are the friendliest towards tourists and immigrants. In general, the Brit's tend to be more conservative and yet are open and curious about other cultures. A couple of years ago I would have said that Australians would win this little contest but there seems to be a growing climate of rascism which is frightening. Many people from the U.S. tend to be unaware of global cultures and politics and yet can still come across as arrogant. One of the biggest differences between Canada and the U.S. is that the U.S. considers itself a "melting pot" of different cultures while Canada sees itself as a mosiac, where cultures can co-exist independantly. I think there's a lot of factors to consider before this could really be answered. ie: people in large urban areas tend to be far more accepting of different nationalities than those in rural areas, people who have directly experienced acts of terror tend to be a little less likely to be open with strangers (to put it mildly), etc. Interesting question.

As an Australian I think we are friendly towards foreigners for two reasons - because we have some many different nationalities living here and because a lot of us are curious about other cultures.
As for the English, Americans and Canadians - I have not met many Canadians so I would not like to comment on them - but I just love being around Americans and the English. Very different but both very interesting and friendly in my experience. Of course if you are not accustomed to English humour you could take offense.

Australians are the friendliest people I have ever met. They will talk to you as if theyve known you your whole life. I got on a train once and the entire car was filled with them. Within a few minutes they had me engaged in a lively friendly comfortable conversation.
On the way home I ran into another group of them and the same thing happened. They were all here for some event. I have never been so pleasantly overwhelmed by a group of foreigners in my entire life.

If By Friendly You Mean - Giving Directions & Greeting Type... Yes,
Americans, Canadian & Aussies - All Are Generally Friendly...
I Find Brits, Who Are Really Arrogant, And Snobbish in General, There Are A Few Exceptions, but by far majority of them have their nose facing the sky.....
