None that I know of currently. In all but the most isolated, primitive societies, the base 10 is used. (Of course computers use base 2, but they hardly qualify as a civilization.)

There is prehistoric evidence that a few tribes used a base 5 system; the Romans had a complex system that was very loosely based on 10, and the ancient Mayan civilization used base 60!

There are dozens and dozens of tribal cultures scattered about the globe that do not use a decimal system, but there are not any actual countries (that I'm aware of) where a non-decimal numeral system is currently both widespread and relatively uniform among the people.

Of course, the cultures here are just that--small pockets of indigenous culture that have somehow managed to remain free of outside influence; they are not "countries," and these civilizations' cultures are rapidly disappearing along with their highly unique numeral systems.

Countries advanced in computer technology make extensive use of base 2 (binary) and base 16 (hexadecimal) Base 10 mathematics is really awkward in computers which are binary based, or, at least, the conversions are awkward.

If there are, they aren't very advanced. Either that or they don't have 10 fingers. If we had 8 fingers then we'd be using a base 8 system.
