No, when you buy voice regonizing software you have a book that you need to read to the computer. The computer then "learns" to match the sound you make "speaking" to the files it stores "words". It can then type or print what you say.
The problem with this software and why computers "really" do not understand language is because we all speak differently. I the U.S. there are many different dialects (ways of pronouning words) and in some areas words have different meanings.
Extremely large mainframe or supercomputers can do a good job of extracting what you mean but they do not really understand, they simply run their programs and compilers faster then the storebought computers.
True understanding of language requires A.I. (artifical intelliegence) in a computer, and although we are heading that way we are not there yet.

Computers cannot understand human languages, unless there is software to translate it to something the CPU can understand. Basically, they cannot understand human languages, only languages specifically designed for computers. Either way, the computer cannot understand human languages. The software takes the input, translates it, and sends it to the desired location. Some programming languages are based on English; such as BASIC, which uses commands like GOTO, PRINT, INPUT. The point is: Computers cannot understand human languages.

computers do no longer fairly 'understand' any language. We call programming instructions "languages" because of the fact they have attributes that are comparable to human languages like grammar and syntax, yet pc programming languages at the instant are not easily meant for the pc to appreciate, they're basically a convenience for the human programmers. human beings desire to regulate complicated recommendations in languages on account that's easier for us to manage complicated recommendations and to symbolize the precis employer of those recommendations by utilising equipment that we detect regularly occurring. computers do no longer fairly understand arithmetic they cope with numbers with fairly expert circuits that have not got from now on expertise of the approach than a slide rule might have of it is working mechanism. in fact, computers fairly basically "understand" the state of digital switches - that a change in a circuit could be the two 'on' or 'off'. We characterize those states in math as ones or zeros yet they're fairly basically voltages around the latches or in different factors of the digital sign processing circuitry. the phantasm that a working laptop or pc application is familiar with words or language is basically a sensible programming trick - so far... some day it is available to create an digital gadget which could emulate human-like intelligence nicely adequate to technique words and language in a manner like the only you look describing - yet that day may be very far interior the destiny. Going previous that to the element the place this methodology became into easily expertise the meaning of what became into being mentioned, interior the way a actual human might understand the language is probable impossible because of the fact it would nonetheless be basically a device, and not a residing element - with none thank you to % the international it may certainly no longer fairly be waiting to appreciate that words characterize a international exterior of itself, in spite of in case you may detect a manner for it to notice of it is self. this is the only difficulty which looks an insurmountable impediment in synthetic intelligence analyze - to appreciate something there could be a self-conscious expertise latest to do the expertise.

Well.....sort of. We're getting there. A lot of places are starting to use voice recognition software and will ask "why are you calling", and parse your response. For example if you say "pay my Bill", then they will connect you to the appropriate number. Of course if you say "talk to Human Being", you'll get "I don't understand that!". There are a LOT of problems with trying to parse human sentences. For example, if someone were to ask you "Why don't you get the door?" a human obviously knows to open it and see who is there. A sophisticated computer AI would ask where you want to PUT the door. These types of problems still have to be worked out.

If computers could "understand" they wouldn't understand language.

They can only "understand" binary, which is a bunch of ones and zeros in a certain order.

no no no computer understand 0s and 1s, software makes computers put the 0s and 1s into logical order to make it understand many things, but how we speak is not one of them yet! Humans simply use to much slang and curse words, however they can out play us in chess!
