I don't like labeling people, but it sure appears to me that he can't do any of the following:

1. Make a decision without his staff
2. Understand what is and isn't important to the country (Gay marriage vs. finding Osama bin Laden, for example)
3. Speak in coherent sentences.
4. Understand the constitution (if someone tells him what he's doing violates it he appoints someone who makes it legal).
5. Give ONE reason why we went to Iraq and stick with it.
6. Win an election honestly.

He's deceptive. Secretive. And yes, he's pretty dumb. He doesn't write his own speeches, but it's glaringly obvious when he tries to improvise on them. If he doesn't have someone close by telling him what to do and how to do it, what to say and how to say it, he's lost.
