Sure. Why not? Frankly, it's happened before many times. In fact, during Feudal times, it was quite common for that to happen. When times were bad, free men, with little choice, would swear allegiance to the lord of the manor (or some such official) who could give them food and shelter. Thus, a free man would become a serf.
Can an entire people do it? I can't think of a particular instance of it (other than being forced into it by war), but I suspect that some tribes may have done it someone deep in our history when something very bad occurred.

Contract With America ring any bells? That was just the primer. 2000 was the test run. 2004 the shackles were in place. In the last two years this president and this congress has done as much harm to America, her people and her rights as any other president and congress. Probably more. What is really scary is a whole bunch of people applaud his actions. Sheep being led to the slaughter. It is not only possible we have witnessed it happening. Thankfully we have elections. Rumsfeld is gone. Two more left in the Axis of Evil. In 08' they will be gone also.

Yes it is very probable, it happened in pre world war 2 Germany when Hitler's party was elected and he became chancellor! Some say it could happen with GW Bush, he was elected, and look at all the liberities he threw out!

Yes it is possible. I don't recall a case where this happened, but I see no reason why it couldn't
