(Embarrassed) things happen, ya know? Like a person leaves a pair of shoes on top of the car, then drives off without noticing. They don't fall off together -- one on 27th Street, the other on 54th. So, that accounts for two.
Or, maybe a heel breaks. You take off the darn thing and throw it as far as you can in frustration -- only to realize it's very hard to walk in one high heel. So you leave the other on the sidewalk, where it is, since you can't find the other one anyway.
Kids in snugglies (on their parent's back) often lose little shoes -- again one at a time. The parent walks on, and there's that little shoe, left in some street corner.
Lost shoes are really depressing.
