P to P (also called P2P) file sharing stands for peer to peer file sharing. In the old days of "file sharing" everyone used napster. And napster was a program that let you access somebody's database of music on a server and download it onto your computer. When the government came along and said that you can't give stuff away without charging for it, napster's server was shut down.

P2P file sharing came about as a way to go around the whole legal system. The way it works is two people link their computers together (throught the internet, or a local network) and swap files with each other. Its kinda like the idea of "whats yours is mine and whats mine is yours". This is generally okay for simple files that you might create using Word, Excel etc.

What the government will get you for is if you get caught sharing copyrighted material such as the latest Red Hot Chilli Peppers cd (which I hear is a really good cd). The music (and movie) companies think that they are loosing money when people share/download their music and movies with other people. Thus, they get the government involved and file sharing becomes a big no-no.
