Whenever the cord falls off by itself is fine - it's ready. If you TUG it off, that's not so good. ;o)
(OK- My use of capitals here is not to yell at you, but to stress a point that some people on here have been very wrong about:)
As for feeding, NO. NO WATER EXCEPT WHAT'S IN THE FORMULA OR NATURALLY IN THE BREASTMILK! I don't know who these people are that are telling you to give your NEWBORN water - a one year old baby, OK, but NEVER a newborn (unless the doctor tells you do for a specific reason for a short period of time only).
Ideally, breast milk for the first 6 -12 months or as long as possible until then, but if that's not possible the next best thing is formula, mixed to the exact mixture it says on the can. (DON'T water it down.) That's all a baby needs for the first 4-6 months. Then you introduce a little bit of rice cereal. After that, a few starter veggies, followed by fruit. (If you intoduce fruit first and they get used to the sweetness, some won't try veggies.) But they don't need these until about six months, and they should stay on breastmilk or formula for a year, then you can switch them to milk, once they're starting to get protein and vitamins, etc. in their baby food.

Formula has plenty of water in it, you mix it with water right? There is no need to give a baby additional water. You will run the risk of filling her little tummy with water and not the nutrient rich formula she really needs.
It's fine that the cord fell off, some babies take longer, some don't.

Do not give the baby anything other than formula or breastmilk at this stage. It is completely normal that her cord has come off. Be sure to keep it clean and dry and be careful not to fasten the diaper near that area. Also you should clean it daily with spirits and don't try to bandage it up as it needs air to heal.
Also you should keep the baby wrapped up and warm as much as possible and don't allow her to cry. The reason for this is that firstly her crying can make her tummy bleed and secondly because she really needs a lot of nurturing as she is in an unfamiliar place. Being close to mom as much as possible is best for her because it is where she feels most secure. She also knows her mother's voice and smell better than anyone.

Well first thing the cord falling off is perfectly normal just watch it for infection and swelling until perfectly healed and next step yoiu are going to want to get that baby on a schedule I fed my children every 2-3 hours that way they know when their next meal is comming and it does help to prevent colic.and make sure that you stick with a schedule that works for the baby and yourself I would not introduce water till later that baby needs the nutrients in the formula to grow.

yes it is ok that your babies cord fell off..my daughters fell of when she was 7 days old....as for the water...it is said that it isnt good to give a baby water because it is a supressent and if they are hungry and you give them water then they wont get what they need...so the doctors say not to give them water

No water, they need all the food their little tummies can hold to be nutrient rich. She will be plenty hydrated from the water already in her formula (or breast milk). Yes her bellybutton is OK, as long as it's not oozing,smelly,red and swollen etc...

My understanding is you should just give infants formula because they need the calories -- but you should be asking a doctor this, not us.
