Qualifications for the position of President of any country should be thus.
Pre Qualifications.. He should be at least 40 years of age, Natural born citizen of the country, should be of sound mind and body, should have no addiction of Alcohol, Tobacco, or any addictive intoxicating substance, Should not have a single police record, not even a traffic voilation. He should be a graduate from a university having at least a degree in political and social sciences and international Law and International History.
Qualifactions.
He should have been a taxpayer for at least 15 years,
He should have added to the nations productivity for at least 15 years either as an individual or having worked for a company/institution. He should not have had any Biased views about any religion, Creed, Nation or Colour, for at least 20 years.
His parents, Neighbours, Siblings, Children. Spouse,Relatives (at least 10),Classmates, Collegeus at work, should all compulsorily give thier views and vouch for him writing.
His Charity record should be scrutinised for having done at least 5% charity from his income.for at least 5 years,
He should have knowledge about current political events international, and should know the names of all Presidents, political parties and the capitals of at least 90 countries.
He should have an IQ of above 137, He should have done social and community service in his own home town for at least 3 months. He should not be a member of any cult, or gay, or a nerd, or a rock star aspirant at anypoint of time in his 40 years.
He should not have any personal credit outstanding of more than 2000$ with any bank. He should have served in active combat situation in the military for at least 6 months.
His language should not have any syntax errors, or any Fs and Bs in general Usage. he should not have had a sexual relationship with anyone other than his own wife after marriage and no sexual affairs before marriage.
He should be God fearing. He should pass a test set up by the Phsyciatrists to determine his mental health and religious and political leanings.
He should speak out very clearly what and how does he intend doing anything for the country,
Besides I agree with ownerator to have even the voters qualified by giving them common sense and political knowledge tests. in order to have a fool proof democracy,
A person whos enterprise has generated a 100 employments should be allowed to cast a vote equivalant to 50, and a person who is a burden on the tax payer should be barred from voting.
an average employee looking after a family should have one vote, and a person not having a family should have Half a vote,
A tax payer paying taxes just over the average income of a family should be given 5 votes.
This shhould be a concerted effort by all departments to give citizens points using thier social security nos,

Although I would like to see "must be intelligent" somewhere in there, there is no accurate way of measuring intelligence. So he should have to pass a strict common sense/ wisdom test. Morals of course, and he has to be required to follow all of his campaign promises as best he can. But that's not the whole problem. I think a major problem is the voters. I think voters should have to take classes and pass an appropriate test to get the right to vote, like drivers licenses. Seriously, people who can't pass are too stupid and should work on bettering themselves before they try to decide the fate of the country. Its Elitism I know, people who don't know what they are talking bout should have no say on important matters. It sounds sadistic, but you know it makes perfect sense. If the presidents are required to be qualified to run a country, people should be required to be competent to make wise choices in choosing the proper candidate.

as a foreigner, I would say that what you would need to change in our system is the way to elect your president. People should vote dirrectly for him and not for the so-called "big-electors" (sorry I don't know their names).
As with the system you have now, your President is not necessarily elected by the majority of the citizens who can vote.
i.e. Bush / Gore in 2000 (if I'm not bistaken). Gore had more votes but less "big elector". In that case your president does not represent the majority but the minority. That's king of wierd.

They should have a balanced education in humanitarian, economic, political and legal subjects. Wouldn't matter if they did it on the OU. (Open University, homestudy). And some relevant work experience seperate from politics.

He/she should not have committed a felony like lying to a grand jury.
He/she should know what "is" is.
He/she should be aware of what qualifies as sex.
He/she should not have a history of allegations about sexual harrassment, abuse, and rape.
Given those qualifications, we should do better than in the past. :o)
