Before anything, you need to learn to write well and to select the area you want to focus on.

Write and submit to journals, newspapers, magazines. Start local and small. Use successfully published articles as a means to introduce yourself to larger publishing entities.

There are lots of how to books:
A review of How to Become a Fulltime Freelance Writer by Michael A. Banks

Banks, a fulltime writer for over 20 years, suggests ways of deciding when to take the plunge to fulltime, including factors of readiness, including a look at skills, experience, professionalism, finances, personal situations and attitude. The book even contains a self-scoring test. If you are honest, it is immensely helpful.

Get a Writers Market, and also Poets and Writers Magazine. Subscribe. Keep a chart of what you've written, what you've sent, to whom you've sent it, when you did, contact numbers and emails.

Work your fingers to the bone. Be diligent. Don't be lazy. Keep trying. Use variety, get as many different "jobs" as you can, that is, keep shopping your writing out. Don't waste time publishing much on the internet, unless you have a site to which people can pay using their credit card.

grow a beard, get broke, and eventually become depressed before making some tiny break and making a small amount of money feeling some tiny sense of accomplishment but generally just a sense of sea sickness before you get old, realize you suck at writing and get depressed again and then die.
