feel good about yourself. do the things u enjoy the most. dont go after people to get attention. just be yourself and happy. nobody is perfect. first accept yourself. love yourself and care yourself, everyone will start liking you. a person who is happy with himself can make others also happy. try to be happy with yourself, u dont have to depend on anyone to be happy. read good books, watch good films, play the sports u like, listen to good music eat the food u like and pamper yourself. do some meditation.
as a start, i shall recomend a book THE ALCHEMIST by PAULO COELHO. if u like reading read it , i hope it will give u a posetive outlook.

One way is through achievement. If you actually accomplish something that has a tangible result, no one can take it away from you.
Are you in school? Try to get the best grades you can. Study long and hard. Do you play sports? work on improving that.
If you want to start a new hobby you are interested in just try it. And keep working on it until you get good.
As for talking with people, be approachable. Smile, look interested. If someone says hello or asks you a question, answer them back. If you see someone you want to talk to, just go ahead and ask them something or introduce yourself. Wherever you go, it seems everyone makes casual remarks about something they see going on around them. Just pick up on that.
Don't worry that you're quiet, a lot of people really appreciate a good listener. Just make sure you give some indication you are listening to them talk (don't just stay quiet and look at them) nod your head, say "uh huh" and look interested.

the key to confidence is how you feel about yourself. Start to change the way you think about yourself and you will become more confident. Change your thinking and change your life. Tell yourself you're awesome everyday and that you are going to have a great day. Focus on positive thoughts and everything will change within minutes and the rest of your life.

actually i am just lke you maybe worst than you, i can't even go out and meet other people. i can say that they're just people, think that your better than them, actually no one's perfect. as for your social skills, uuhhhmmm let's see, try to look at the mirror then virtualize that you see yourself as someone or something that makes you loose your confidence try talking to in to it. be more confident. try virtualizing different people. maybe this could help...

I don't think confidence is something that you just build like work out program. It is like shades of gray. You either are or your not. You past experiences make a huge chunk on your confidence
If you really need confidence, there is nothing stopping you. Confidence is just something in your mind, if you think it is there. It is
