Because the population is too large and quality of life is suffering. By limiting one child per family, the population will be reduced and those children will enjoy a higher quality of life than their parents.

Quality of Life is that there are more people than resources to comfortably accommodate all.

e.g. China 1.2 billion people - resources for 800 million

When the population becomes so big that it don't have the resources need to provide for every one it is one way to curb population growth.
